The Polk County Jail serves many constituencies: The citizens of the County, other criminal justice agencies, the inmate population, staff at the facility, and others who come to the Jail. The Jail has three primary responsibilities to these groups:
To insure that those who are legally held in the facility remain there until released by the court or until their sentences are complete.
To provide for safe, secure, humane, constitutional and standards-compliant conditions of confinement.
To provide access to the basic human services that offers inmates the potential for reintegration and rehabilitation.
The mission of the Polk County Jail is to provide pretrial detention services for criminal justice agencies in Polk County and as a place in which sentences imposed by the courts will be served. In carrying out this mission, The Polk County Jail will operate as directed by Federal Laws, Oregon Statutes and Oregon Jail Standards.
Polk County acknowledges that most inmates held in the facility will ultimately return to the community. As a result, the facility and its staff have an obligation to provide access to basic human services that may facilitate the reintegration of the inmate population as law abiding , responsible citizens.

How To Leave Money For An Inmate
There are two ways to deposit funds for an inmate at the Polk County. The first way is using "TouchPay"
TouchPay is a system that allows friends and family to deposit funds to an inmates commissary account or even post bail. A Touchpay Kiosk is located in the Inmate Visitation Lobby (Door #2) at the Polk Co. Jail. You can also send funds via the web or by phone using the Touchpay system.
To deposit funds, you must have the inmates Booking Number along with their First and Last Name. You will also need the Polk County Jails "Facility Locator No." which is 297301. You can find the inmates Booking Number by clicking on the "Inmates in Custody" page. User fees apply to all transactions except "Cash" bail that is brought to the Jail and posted via the Kiosk.

How Do I Visit An Inmate
Inmates while at the Polk County Jail are encouraged to stay in contact with friends and family. Jail visitation is accomplished by the inmates filling out a visitor request form and listing the persons whom they wish to visit. You can not visit an inmate in the Polk County Jail without being listed on their jail visitation form.
Inmates requesting visitors are required to list the visitors name, their relationship to the visitor, ans the visitors date of birth.
Visits are scheduled according housing assignments and gender. Each inmate can have two (2) one-half hour visits per week.
Please remember - No Children are allowed under the age of eighteen.
When you come to visit, you must show picture identification. All visitors are subject to search. If you are asked to submit to a search you will have the opportunity to leave prior to the search being conducted. All inmate/visitor conversations can be recorded both audio and visual.
There are no contact visits allowed.
You must leave all bags/purses outside the visitation area. Lockers are provided in the waiting area.
All visitors will be checked for any National & Local Wants or Warrants.
You are not allowed to bring in or to leave any item(s) that could be classified as Contraband. Supplying Contraband is a Class "C" Felony. (Oregon Revised Statute 162.185)
Attorney Visitation: Attorneys are allowed access at almost any time. Restricted times may include but are not limited to: Official Inmate Head counts, Meal Periods or any other facility need in relation to the Safety and Security of Inmates, Staff or Facility. You will need to present your I.D. at the time of Visitation. Please be sure to have your Oregon Bar Card or Bar Card number available if asked.
Clergy Visitation: Clergy are allowed access at almost anytime. Restricted times may include but are not limited to: Official Inmate Head counts, Meal Periods or any other facility need in relation to the Safety and Security of Inmates, Staff or Facility. All Clergy must be pre-approved prior to their first visit. You will need to Contact the "Inmate Program Specialist" at 503-623-9254. Please be sure to bring valid Picture ID for each visit.
How Do I Pay Bail
Bail/security will be accepted by Polk County Jail personne 24 hours a day, seven days a week. This is done via the "Touchpay" Kiosk located in the Inmate Visitation Lobby.
Can Inmates Use The Telephone
Most inmates have access to telephones from the hours of 8:00 AM through 11:00 PM daily. These are collect calls only and they cannot receive any incoming calls. Sometimes telephone privileges are suspended due to an inmates behavior or other safety concerns in the jail.
Messages are not taken for inmates unless it is for a verified Emergency.
Where Do I Send Mail
Each inmate has unrestricted access to send and receive mail. If they are indigent (without funds), they will be allowed to send two (2) personal letters a week by ordering these items from Commissary. For mail purposes, the week is from Sunday through Saturday. If they receive money while in custody, their account will be charged for the amount of letters that they have used.
Each outgoing letter must have the inmates name, ID number, housing area and facility return address in order to leave the facility. Each letter can weigh only one (1) ounce. One (1) envelope and four (4) sheets of letter (8 ½" x 11") paper equals one (1) ounce. If the letter weighs more than one ounce, it will be returned to the inmate. All mail, except LEGAL/OFFICIAL MAIL, is to be left unsealed for inspection.
There is no limit to the number of official letters they may send with or without funds. Official mail is defined as any mail sent to their attorney, judicial body, public official, parole or probation officers or administrators, or jail administrators. Official mail needs to be identified by writing "Official Mail" on the envelope.
Incoming and outgoing mail may be inspected for contraband.
Any incoming mail, which contains unacceptable enclosures, will be returned to the sender. The entire piece of mail (including funds) will be returned if any part is unacceptable by facility regulations. The inmate will receive notice of any mail, which was received but returned.
The following is a listing of unacceptable items;
1. Weapons or any plans or materials to make weapons;
2. Explosives or materials to make explosives;
3. Escape plans;
4. Drugs or drug paraphernalia;
5. Flammable materials;
6. Pictures, Polaroid photos, photos and greeting cards with stiff backing;
7. Pictures, photos and greeting cards larger than 5 x 7 inches in width or length;
8. Plastic, wood, stone or metal items;
9. Any foreign substance;
10. Personal checks, Cashiers Checks, Money Orders, Cash;
11. Stamps;
12. Envelopes unless official self addressed;
13. Material containing portrayals of sexual activity or nudity (material displaying
uncovered genitalia or female breasts);
14. Inflammatory material if it constitutes a direct threat to the security and safety
of the facility;
15. Books.
16. Any device capable of storing electronic media (videotapes, cassettes, CD
ROMS, and computer disks);

The Polk County Jail encourages correspondence between families.
INTRODUCING CONTRABAND TO A CORRECTIONAL FACILITY (through the mail or by any other means) IS A FELONY. The Criminal Division of the Sheriff's Office for prosecution will investigate such activity or suspected activity.
Incoming Official/Legal mail will be opened and searched for contraband in the presence of the inmate.
